OJS Navigation can be separated in two categories: global and local. Global is everything that is not related with an specific journal, we call it the site level. Local is everything that's specific to a journal, we call it the context level. Examples of pages/components that are in site level would be the user profile, administration, the tasks grid, the context switcher.
Users are confused about global and local navigation. The OJS header has links that points to both levels, to the site and to the context, but the grouping we implemented is not clear to users.
