Unable to use Alternate Header

One of my journal managers set up some rather detailed stuff in the 5.2 "Additional Content" section of the Journal Setup. They then wanted to do something similar with all the other pages. Unfortunately, no matter what we put in the 5.3 "Alternate Header" section nothing shows up on any of the other pages. Is there a setting we need to change to make it use the Alternate Header?

This would be the easiest to use since they could update it without me having to put in the changes in the code every time they change something, but in case we just can't use the "Alternate Header" for some reason, would I just put the requested HTML in a smarty template?

Currently using OJS

Here is the journal in question, in case that helps matters at all.

Hi Califer,

Before we start debugging, I'd suggest upgrading your OJS to a newer release; OJS 2.2.2 is now 5 years old and rather out of date.
