This is our first go at the OJS system and for this round, the editing and layout has occured outside the system (I am staging in the process). Is there a possibility to go directly to publish a journal issue without going through each step in the review process?

See for a description of the feature you're looking for. This will prepare a submission for publishing, skipping editing and review steps.
