OJS multilanguage functionality explained

Hello PKP Team,

We received the following "complaint" and confirmed a strange behavior in OJS while testing, and we would like some advice.
The complaint is that OJS is not allowing to input data in multiple languages, overriding the original one.
We offered previous advice on setting up the language options, but the problem continued for the user.
So, we tested ourselves in stock versions 2.3.6 and 2.3.7.

When testing, we noticed that if we change the UI language, then the form language, the UI language selector gets blocked, preventing us from changing the UI language back and forth.

Changing the form language had no effect, meaning, it didn't unblock the UI language selector.

In the first test I personally performed, I changed the form language a couple of times, left it in English (UI language selector was probably blocked at English as well, but can't be sure now!). After clicking the button to cancel the form, we got a "Page unavailable" message, but couldn't replicate this afterwards.

Is this the behavior by design?
Could you explain the reason why we can't change the UI and the form language at will?
I assume it has to do with data integrity, but couldn't justify it with my knowledge.
