Where does the Author Guidelines go?

Where does the Author Guidelines go?

We suspect we find another bug. The conference manager is setting up the data for the conference.
User > Conference Site Management > Scheduled Conference Setup
Step 2. Submissions

In item 2.3 Author Guidelines; we inserted a big text in the first box, and then 3 items on the checklist.

In the checklist #5 there is a link to the Author Guidelines, but this link goes to nowhere. Rather, it points to something like that


But, when one click in the Autor Guideline link, the user remain in the same page. It should not be directed to a page where should appear the data we inserted in the first big box of this setup item?
