The Canadian Journal of Communication <> has an announcements section on the first page that toes to 'notify.php'. Is that a file in OJS? I couldn't find it. Any suggestions on how that might be done?

I assume you mean "notice.php" not "notify.php" ... That is not an OJS feature, though I suppose you could ask them if they'd be willing to share that code.
