Reviewers can unenroll themselves as a reviewer from their user profile, even when a review is currently assigned to them. This removes the "Reviewer" role link from their User Home page so they can't access and accept/decline a review; but they are still listed as a reviewer on the submission's Review page. There should be a check in place to see if they have any active reviews currently assigned to them before they are allowed to unenroll as a reviewer.

It might be worth talking to John about the best way to handle this. Reviewers are free agents and if they decide they aren't reviewers any more, hellfire and wrath may rain down on the system that disagrees...

John suggests the following:

I'd suggest that the notification should only be triggered only when there are reviews pending (ie. there's no point in notifying the editor when active reviews aren't being affected), and should include a link to the review and possibly also the submission ID. The notification doesn't have to be a Prepared Email -- I think this is where the notifications system would be appropriate. Basically just a one-liner saying something like: 

"Reviewer {$reviewerName} has unenrolled as a reviewer, and has been removed from the following submission(s): Submission {$submissionID},  {$submissionReviewURL}."
