Both the up/down arrow and drag and drop sorting options available to an Editor on an issue's Table of Contents page (http://git/ojs/index.php/test/editor/issueToc/6) appear to be broken. 

Drag and drop: I can move article items around, but they revert to their original positions after I save the page. 

Up/down arrows: clicking *some* of these (for example, the uppermost down arrow) redirects to the Editor's User Home page.

James, I can't reproduce this on a fresh stable install. Can you please describe your setup in more detail? Is this an upgraded or clean install?
