There appears to be a bug that is causing problems with re-ordering back issues across multiple pages of issues. Here are the steps to re-create the problem:

1. The Editor has at least two pages of back issues and wishes to move one issue from a location on the first page to a lower position on the second page.

2. Using the down arrow link, the Editor can successfully move the selected issue down the list on the first page, and from the bottom of the first page to the top of the second page.

3. When the Editor then tries to move the selected issue down from the top position of the second page (again using the down arrow link), it goes instead to its original location on the first page.
