Sec Ed "Active" / "Completed" counts on assignment page need work. Currently a submission is only counted as "Done" if published; this should use the current queue as the determining factor.

Implemented. The dividing line between "completed" and "incomplete" is now the article status, i.e. queued = incomplete and everything else = complete.
