Abstract Word Count can be set twice

We are moving to Git Issues for bug tracking in future releases. During transition, content will be in both tools. If you'd like to file a new bug, please create an issue.
It appears that the abstract word count can be set twice: once in Scheduled Conference Setup -> Submissions -> Submission Types; and again for each Conference Track. This may not be a problem if the Conference Manager only configures one or the other, but if both are set I'm not sure which count, if any, takes precedence. I'd suggest the following:
1. Double-check that enabling both counts doesn't do anything weird, like combine/subtract word counts, and check on count hierarchy.
2. Add explicatory text in each setup area that a) explains the existence of the other configuration area; and b) explains the count hierarchy.
3. Display the abstract word limit under the Abstract box during submission; optionally (and ideally) display the number of words left while authors are writing, so that they don't have to guess (similar to Twitter).

Currently the Track-based word count is the one that can result in a warning if it's exceeded. The Submission Type one is presented as a guideline only in the "About" page. I agree that the two should be reconciled.
