What to do if you have a technical problem with OCS:
1. Search the forum

to see if your question or error has already been resolved. Please note that this FAQ is OJS-centric, but most issues are applicable to both platforms.

We have an issue with people who have uploaded files into the files browser and then added a link to that file from a page within their site e.g. the About the Conference page. It seems that only people with conference manager permissions are able to download these files - readers/authors or people without a log-in just get taken to the log-in page even if they are already logged into the system.
We would like to know how we can have these files accessible to anyone e.g. without needing to have an account/log-in first.

That's expected behavior; files uploaded via the Public Files browser are not intended to be public. See http://pkp.sfu.ca/support/forum/viewtopic.php?t=5939&f=9
for one option to permit public files to be uploaded there; there's also a 3rd-party plugin called the Public Files Browser that's available in these forums, though PKP doesn't officially support or maintain it.
