small improvement in submission step 2

When entering on submission step 2, the default language selected is “enâ€

Thanks for the heads-up -- we've tried not to make OJS English-centric, but the odd bias has slipped in. Taking the first two letters of the locale code isn't ideal, but I don't think there's a better solution available at the moment. I've filed a bugzilla entry (see http://pkp.sfu.ca/bugzilla/show_bug.cgi?id=2475) and your suggested fix may make it into the next release.
