Hi,

Yes, this is/was a bug. It is already fixed and it will be in the next release, s. http://pkp.sfu.ca/bugzilla/show_bug.cgi?id=8412. For now you could apply the patch: https://github.com/pkp/ojs/commit/209ac ... 64d7d83b3d.
