I am having a problem with the authors not being able to upload their file after a Revisions Required decision has been made, the upload feature is disabled from them.
We are using the Full Proposal (file upload only) for the submission process. We are not using any Reviewers in the process at all and doing the reviewing outside the system and the Director uploads revised file and records the decision and sends out the email to notify the author of the decision. At this point the author logs into their account and the upload option for Author Version is disabled and they are not able to upload their revised file.

Since no reviewers are used at all, I am wondering if this may be causing our problems. I have tried adding a reviewer and recording their decision to Revisions Required. I then record the decisions for Revisions Required under the Director Decision and then send out the email to notify the author of the decision. But this does not seem to make a difference.
If anyone has had a similar problem or had any suggestions of what might be the problem that would be greatly appreciated.
