OJS file and folder permissions

Hi,

I've already noticed that my ojs files and folders are set to different permission values. I don't know why and how those values were set!
Some of files have permission values of 644, others 700, and others 744, others 755!
Is this normal?
Having no much knowledge about security and web issues, I would like to know what are the right values that will keep an ojs website as safe as possible?
If I set all folders and files at permission values of 700, will this be OK?

Hi Alec and thank you very much for your reply.
As expected, it is not an easy issue, seemingly!
I'am afraid that this may compromise the website security, as I don't know what exactly the best setting to apply.
I set the permission (unified it) at only two values: for files to 644 and for folders to 700!
I hope this will be be safe enough.
