There is not such feature in OJS, as there is no "limit" as to how many reviews can be performed by a person.
Since the editor needs to choose the best suited reviewer, and there are limited possibilities (especially in specialty disciplines), OJS can't limit the amount of reviews a reviewer can perform in a given period. That's too much for the system to control.
Instead, the system is thought in a way the the reviewer is "invited" to perform a review and decline the task if unable to perform it in time, for any reason whatsoever.
OJS has a report on the reviewers of a specific issue, as well as displays on the reviewer's page how many reviews have been performed, if memory serves...
