Hi Phil,
I think I understand what you're getting at -- and will do my best to answer. Every article that you publish has to be assigned to an issue, so there is no way to just publish an individual article without giving it a home in a particular issue. What you can do, however, is create an issue -- that is, "publish" an issue without any articles -- and then add articles to it one at a time. As each article is ready, you will assign it to the current issue (rather than to a future issue as you would normally do if you're publishing the entire thing in one go). That particular issue of the journal will be built up article by article, in other words, giving you the flexibility in publication timelines that it sounds like you're looking for.
