Paypal IPN not updating OCS

I have done a full install (version 2.3.4) and activated the PayPal plugin with the exact details as in the wiki. I did several tests with the Paypal sandbox. Everything worked just fine. Then I went live and all payments came thru just fine (including setting date paid and PayPal transactions. However suddenly after a week the IPN of PayPal does not set the date paid and does not update Paypal transactions. Payment in PayPal is ok.
As we had done some changes in the site I decided to do a new clean install on another server. Same problem: PayPal transactions are not inserted in OCS and date paid not updated. I finally installed version 2.3.5 on yet another server but again same problem. I did see several messages on the forum relating to this problem but the suggestions did not solve the problem.
I am using following info:
IPN URL: https://www.sandbox.paypal.com/cgi-bin/webscr
(both in OCS and PayPal)
Seller Account: The email address of the business account in PayPal sandbox

I already spent two days trying to locate the cause of the problem but so far nothing works. Strange because the first install it worked more or less out of the box. Is it possible that PayPal did changes that corrupt the script on OCS?
