Unfortunately, that perl script probably isn't a great starting point, especially as it is a single-instance use case rather than a more generic generation script. I did take a look at RePEc's FAQs though, and found a tutorial on how to provide information to them via RDF ("Resource Description Framework:

http://ideas.repec.org/stepbystep.html. You could almost certainly write a plugin to provide the information RePEc needs, but you would need some development experience on your team; I don't think it would necessarily be as easy as modifying any of the currently existing plugins.
However, it does appear that the RePEc team writes and maintains scripts (including the one you point to); it may be worth asking them if they have thought of writing a script or plugin to work with OJS. You can find contact information here:
