I am a newcomer, just learning the ropes of OJS. We are almost ready to publish our first online journal and we have been hacked. TIGER@MATE is the culprit. I am not at all web savvy but have access to a web technician if I know what to ask or advise. Please tell me what I need to do?

There are lots of threads on the forum about this -- see e.g. http://pkp.sfu.ca/support/forum/viewtopic.php?t=1776
-- and it will definitely take some investigation to figure out what happened. See also the security flaws listed at http://pkp.sfu.ca/ojs_download
; check your version of OJS to see if it's affected. We have a good security track record, but not perfect, and you do need to keep up to date with any security issues that are found.
