New locale

Hi everyone,

We're working with OJS in a national project (http://ppct.caicyt.gov.ar) and we noticed there are some mistakes in the Spanish translation. So, we intend to modificate the Spanish [es_ES] xml locale file in order to adapt it to our Rioplatense Spanish variation [ar_ES]. Is there any chance to contribute with you? Do you know if anybody is working on it?

We'd be happy to receive any changes you would make, and also add attribution to your team to our Spanish page (http://pkp.sfu.ca/ojs-languages/spanish). You can see our other contributors listed there as well. You can send any changes you make directly to the PKP team for now -- that would be to pkp.contact@gmail.com.
