That's odd -- have you edited the emails that ship with the system? If you haven't, try manually resetting the emails to their defaults. To do this:
- Log in as Journal Manager
- Go into Perpared Emails (or Emails, depending on your version of OJS)
- Click "Reset all templates" at the bottom of the page
Note that if you have modified the email templates, your changes will be deleted
