We're in testing mode before going live with OJS for journal management, and we've discovered a 403 permission error with the link in nag e-mails. Here's one sample:

I found the scheduled_task cron log (output) file in my spam filter just now. Might this be relevant?

http://pkp.sfu.ca/bugzilla/show_bug.cgi?id=2118 for a patch to correct the error messages you received; please report your successes or failures here. If you're still having problems with the wrong URLs being generated by OJS once the patch is in place, try using the base_url[...] options in config.inc.php to override the defaults OJS is using.
FYI, posting access keys in URLs publicly is a potential security problem; I've edited the access key out of your post.
