Hello,
What is the meaning of "revisions required", "resubmit for review" and "resubmit elsewhere"?
How each one differs in the workflow?

Assuming this is OJS 2.X...
Do consult the Journal Help link on the Review page where these options exist.
Editor Decsion:
*Revisions required: No action, as Editor waits for author to submit revisions for Editor to judge. Authors do not see these decisions so they must be conveyed to the author through the Editor/Author comment box
*Resubmit for Review: When author resubmits, that copy is selected to begin round #2 of the review process with same or new reviewers. OJS 2 is set up to manage multiple rounds. If this is OJS 1.X, then the author should be advised to submit as if it were a new submission.
*Resubmit elsewhere: Is a form of rejection and submission is archived.

does "Resubmit for Review" make sense when it is a Reviewer decision?

This is not an uncommon category in my experience as a reviewer. When a reviewer recommends "resubmit for review," it says to the editor that the changes required are sufficiently major to warrant another bline review before accepting, while still seeing hope for the article making a contribution to the journal.
