How to customize a HTML header, and how to sink the footer?

Hi Dear Gurus,
Could you tell me how to make a customized header, since the oringinal OJS cannot allow HTML in the header on the main home page.
And one more thing, my footer is floating depending on the height of the "body" div, how can I make it stick at the bottom?
