"allowRegAuthor" for "about.onlineSubmissions"

Hi,

In templates/about/submissions.tpl, I think it would be very useful replace:

Otherwise, it would be confusing to those journals that don't accept submissions through the system (closed registration for authors), and in its guidelines for authors indicate that the submissions sent to the email.
