Instead of having the authors submit to sections, they submit to "editors as sections". That is, create sections with the names of the editors you need, and probably define the publishing sections as "restricted to editors", so that authors can only submit to a specific "editor".
Once the article is approved, you may move it to the respective section for publishing.
I've never tested this, and can't say what kind of statistics this would help you with.
Another way OJS allows to "direct" submissions to specific editors is to assign section editors. If you have only one per section, then the submission is automatically assigned to that editor for processing, review and publishing or archival.
