I have a situation where the section editors for each submission need to also have a reviewer role on the same submission. We could just set up a policy that each section editor must assign themselves as a reviewer as well. However, there is no guarantee that this will happen. As a possible solution we would like to problematically assign each section editor as a reviewer when the editor assigns the section editors to a submission.
Can this be done? If so, how?

Could you describe the review process you've got in mind? Obviously, if a section editor is included in the review process, it won't be a blind review -- there may be some other way to accommodate it in OJS's current structure. Otherwise I may be able to recommend a few quick modifications.
