I add a new trackiing for submission(Proofreading Comments, Queue for Scheduling, Archive Submission, ....)

Hi Alec.

When reivewer review a file, he can evaluate the send in: No editor selected, Record Decision, Before a decision can be recorded, a submission must be assigned to a Section Editor. The Review Version becomes, by default, the Editor Version, Reviewers to see author version ...
