I want to change the design(change everything not just css "change the place of login form and journal information") and use jquery in OJS.
First: Can i do this(you allow me to do this)?
Second: Can i use this topic if i have any question else or new topic?

Sure, you can do that. There is some basic use of JQuery in the current OJS 2.4.x codebase, but we're doing a lot more in preparation for the forthcoming OJS 3.0 release. I'd suggest having a look at the master branch in our github repository. In any case, if you have any questions, please do post them here.
