Replace Default Registration Block-Online Submission Page

Hi, I'm trying to replace the default login prompt located at the beginning of the "Online Submission" section, above "Author Guidelines." See screenshot attached. Specifically, I need to know how to delete the following language:

"Already have a Username/Password for JMM - The International Journal on Media Management?
GO TO LOGIN Need a Username/Password? GO TO REGISTRATION Registration and login are required to submit items online and to check the status of current submissions."

The lines of code responsible for this part are in templates/about/submissions.tpl:

</p>
You can comment these out using Smarty's {* and *} comment tags.
