The OJS Technical Reference
and the OJS API Reference
are both available from the OJS Documentation
You can access our public Git Repository here
. Comprehensive Git usage instructions are available on the wiki
You can access our Bugzilla report tracker here
You can use our Google Custom Search
to search across our main website, the support forum, and Bugzilla.
Questions and discussion are welcome, but if you have a workflow or usability question you should probably post to the OJS Editorial Support and Discussion
subforum; if you have a technical support question, try the OJS Technical Support
We are interested in creating a forum area on our journal's website to allow communication between users. Has this been developed for OJS?
If not, could you recommend an external forum program that we could use to create a board that we could link to on our website?

I'd suggest working with a flexible CMS like Drupal or Wordpress. There are a few threads on these forums from various users trying the same thing; see also http://www.openmedicine.ca/
for one example (Drupal in this case) of a fairly integrated suite of software including OJS.
