We are in the process of migrating from and older version of OJS (2.1.1) to the latest stable version.
We have used the "articles" and "users" import and export plugins to successfully migrate the existing articles and users to the new version.
Is there a way to also export submissions that are "unassigned", "in review", or "in editing" and then import them into the new version?

There is no need to export and re-import content in order to upgrade; see docs/UPGRADE for information on the upgrade process.

Thanks Alec,
We followed the upgrade instructions choosing the third option (Full Package) and the migration has been successful .
