Dear Support,
First of all, congratulations on completing OJS TR 2.3!
On learning from the PKP site that OJS TR 2.3 is complete, we tried to
configure it on JAMMO web site, but it showed an asterisk meaning the plugin
is only partially complete and it didn’t work.
We reloaded the Turkish language from the site setting section and from
the Management page and changed the language from English to Turkish using
the Turkish language button which is correctly displayed; then came the error
message “HTTP 500 internal server error”.
We would be grateful if you can help us fix this or advise us on how to
fix it so we can begin publishing in Turkish as an addition to our English
language publishing.

I think it is permisson problem of chache directory contents. Please make sure the chache directory contents can be writible by the server.
On the other way check the MySQL character set. Turkish languge needs utf8_general_ci.
You can test OJS 2.4.2.0. It is containing all the Turkish language translations. There are some missing Turkish keys in 2.4.2 but it is not important. I copmleted this day Turkish missing traslations and will be sent as soon as poessible to PKP for new release.
