Failed to connect mailserver Error

Failed to connect mailserver Error

hi friends,
while doing user registeration, or artilce submission, request article review and so on & after sending mail i getting following error;

ojs2 has produced an error
Message: WARNING:mail() [<a href='function.mail'>function.mail</a>]: Failed to connect to mailserver at &:localhost&quot; port 25, verify your &quot;SMTP&quot; setting in php.ini or use ini_set()
In file: C:\inetpub\wwwroot\\ojs\lib\pkp\classes\core\string.inc.php
