Article editorial process page broken for all roles

Hello all,

We are providing support to an institution.
Their OJS install is throwing the following error:

ojs2 has produced an error Message: WARNING: Cannot use a scalar value as an array In file: ojs/classes/journal/JournalSettingsDAO.inc.php At line: 80


This is also reported as their settings:

The current problem is that the article's editorial process page gets broken when trying to bring the info, just before the article's title. The author info is displayed, and the label for the article title's row, but the title and all the other article info does not. The rightsidebar and its modules do show up.

We tried searching for this, but couldn't find anything related.
This is a 2.3.8.0, can't tell if there was any custom code (apparently not). Not sure if it's fully patched either.

Any ideas?

Hi Ramón,

Check to see if there are entries in journal_settings which are not localized (i.e. locale IS NULL) when they should be. I suspect you'll find an entry for the journal title with a null locale entry. This usually happens because of a failed upgrade that was not properly fixed.
