Validate account (email) is not working!

What to do if you have a technical problem with OJS:

Validate account (email) is not working!

Does somebody know why the validation of account upon registration is not working?
When I register as a user, I can access the journal immediately without need to validate the email address!

I've notice that only some of the prepared email templates have the option "Enable this email template", which appears below the email box, but other email templates have no such an option!
Also, some of template have three options: Edit, Disable and Reset, while others have only Edit and Reset !
Is this normal? and is there a way to activate the account validation request before getting access to the journal?
