What to do if you have a technical problem with OJS:
1. Search the forum

How do I start the submission process? I'm not talking about as an author; rather, how do I "open-up" the journal so that authors can submit.

My apologies for the extreme delay in responding -- your post was trapped in a moderation queue we don't generally use.
There are a few things to check: is your journal "enabled" under Site Administration > Hosted Journals > Edit? Is author registration allowed in Journal Setup (step 4)?
If so, anyone should be allowed to register as an Author, and should then be able to start a submission.
