What to do if you have a technical problem with OJS:
1. Search the forum

First time user here trying to install the Open Journal System on IIS.
- OJS 2.2
- Windows Server 2003
- IIS 6.0
- PHP 5.2.3
- MySQL 5.0
When I try to access index.php/index/install I receive this error:

And sure enough that file (%%7D...) does, indeed, not exist. But I still have no idea how to go about fixing this.
Any help would be appreciated.

Can you tell me what permissions your cache folders have (cache/ AND cache/t_compile/) ? They have to be readable and writable by your web server.
