Problem moving to layout phase

What to do if you have a technical problem with OJS:

Problem moving to layout phase

This is my first round of papers using the OJS and I've run into a problem at the close of the copyediting phase. I can't seem to get a layout version in place to assign to a layout editor. The copyedit radio button is on phase 3 and the final copyedit file is uploaded and in place. The systems says the final copyedit is "complete." However, when I try to assign a layout editor, I get the following message: "Request email cannot be sent until a Layout Version is in place."

I am sure I am doing something wrong, but cannot figure out what it is.
