Hello (again),
I feel embarassed for asking such a question but: I can not see any change in the setup form for Journal policies after I have added markup code to the step2.tpl template file in templates\manager\setup, added the message keys to the locale.xml file and added in the new key-value pairs to the array in JournalSetupStep2Form.inc.php.
I have also cleared the template cache before rerunning.
What have i missed?

Hi Joel,
Those changes should be all you need to make; make test addition somewhere near the top of step2.tpl, something hard to miss, and see if it appears. The template cache should be automatically rebuilt.

Hello Alec,
Nothing new appears after I make simple additions to .tpl file. It is not a caching issue in IE since it does not work on another machine either; i have restarted IIS-6 on the server to wipe the cache there. Still nothing.
Could there be config issues with Smarty? What else could it be?

Hi Joel,
When you deleted the template cache, did you use the Site Administrator's function via the OJS UI, or did you delete the cache manually? You might have a file permissions problem preventing OJS from deleting and re-compiling the template files. Try deleting all files in cache/t_compile and trying again. Make sure that OJS has permissions to create and administer files in this directory (and, in fact, the whole cache/ subtree).
