From an anonymous poster:
In the new version of pkp, can a section be closed to all submissions other than the editors of that section? I know that you can make it so that only editors can submit, but we want to know if only the ones of that section can submit.

In the latest version of OJS, journals do have the ability to restrict submissions to a section to only editors and section editors of the journal.
However, ANY editor or ANY section editor can submit to that section. The restrictions are not so finely grained as to restrict the section editor of a different section from submitting.
