I wanna to upload a jpeg file as home page header. currently our site is running on a shared server . Is it necessary to change the php.ini file of /etc to upload an image as home page header ?

This should be OK without any modifications. If OJS is complaining that the file format is not accepted, you might need to check to make sure that PHP's mime_content_type function is properly configured; see http://fr.php.net/manual/en/function.mime-content-type.php
