I know this has been posted before, but I've tried going through and fixing the files related to the patch:

I am behind a firewall, and yes, we do have a proxy, but we're talking usual http traffic for OAI-PMH aren't we?
One possibility is that the changes I've made haven't gone through to the current set-up (I had to make a change to PHP.ini to turn off allow_url_fopen). Is it something simple like having to restart IIS before these changes are actually implemented?
The problem I have is that I'm getting this error on 2 machines - (development, using EasyPHP, and production using IIS/PHP/MYSQL). I did have things working on the development box (my local pc - installed 21st July... but I've been busy since then).
Alternatively, can we replace the FileWrapper.inc.php functionality with CURL? please?

Any help gratefully received - I can't remember what I did last time that gave me a working box!
