Hi, the paper is submit, but when I try to asign a reviwer it`s not possible, the message is: PEERNBSP;REVIEW
It's not yet possible to perform this review. Either the abstract review is not yet complete, or the author has not yet provided a paper for review.
I don't understand the problem.

Hi Tonocas,
It depends on what kind of submission method you are using. Can you tell us what you have selected under Scheduled Conference Setup Step 2.1, for Submission Process? (Also, which version of OCS you are using.) Additionally, you may find OCS in an Hour and the Quick Guide, both available here, of use.
