I've been working through an initial installation. I've been unable to use the browser-based installation due to the following error:
"Firefox has detected that the server is redirecting the request for this address in a way that will never complete."
I've tried Google's Chrome as well which provides a similar message. I've changed the permissions on the directories referenced in the README, created the DB, etc...
When I enter the initial URL to start installation, (http://www.mydomain.com/submit/
) the URL resolves to: http://www.steadystep.com/submit/index. ... ex/install

If you haven't solved this yet, and for anyone else who may be stuggling with the same problem, try turning disable_path_info on in config.inc.php.
