When I point my browswer to http://www.mydomain/conference/install.php
.. the page comes up however when I press continue at the bottom of the page nothing happens. I have verified that blockups are not being blocked ...
What should I be looking at next?

Have you checked your server log file?
FYI, it looks like you're installing OCS 1.x; I'd strongly suggest checking out OJS 2.x to see if it'll suit your needs. We're discontinuing support for the 1.x line in favour of 2.x, which is undergoing rapid development.
