Fatal error: Allowed memory size

Fatal error: Allowed memory size

I'm getting a out of memory error when trying to run php /tools/upgrade.php to bring our system from version 2.3.6 (PHP ver 5.2.17)
to 2.4.2. I've set my PHP memory_limit in php.ini to 248M and verified that it is show up as that in the phpinfo() information listing.

Here is the specific error I'm getting:

Fatal error: Allowed memory size of 94371840 bytes exhausted (tried to allocate 8193 bytes) in /home/nfbjbir/jbir.nbpcb.org/lib/pkp/classes/file/FileWrapper.inc.php on line 88

See http://pkp.sfu.ca/support/forum/viewtopic.php?f=8&t=10058. (Not sure why your PHP is reporting out-of-memory at around 90MB rather than 248MB, but whatever.)
