This plugin was written for OJS 2.2.x, and installing plugins is different for 2.3.x. For 2.3.x, plugins require a version.xml file in its root directory to be installed via the web-based installation tool. To install this one, you'll have to do it the old fashioned way, but decompressing it and dropping it in the plugins/citationFormats/ directory.
